一、致君尧舜

先帝创业未半而中道崩殂，今天下三分，益州疲弊，此诚危急存亡之秋也。然侍卫之臣不懈于内，忠志之士忘身于外者，盖追先帝之殊遇，欲报之于陛下也。

诚宜开张圣听，以光先帝遗德，恢弘志士之气，不宜妄自菲薄，引喻失义，以祸自噬，奉先殉国之志，实无可取之理也。

宫中府中，俱为一体，陟罚臧否，不宜异同。若有作奸犯科，及为忠善者，宜付有司论其刑赏，以昭陛下平明之治，不宜偏私，使内外异法也。

二、臣等举洛阳

侍中、侍郎郭攸之、费祎、黄琼、蒋干、钟繇、贾诩，躬耕陇亩，未尝稍离仕途。忠、直、谦、让以及五石之才，犹在历位，戮力同心，愿王业维新，以俟国家之需。

而才卓异、历识丰、无所不晓的陈琳、袁绍，先帝称之曰“卧龙、凤雏”，而竟陷于今日之难，系前此之误。今当远离，以兵谏曹，奖才宥众，庶可兴利除害、消此朝气奸邪之臣，使方士之业有所用也。

此臣之所以窃议兴灭，不合先论者也。

三、愿陛下扶持诸葛亮

愿陛下扶持臣等所举贤良，以及清流高才，若孔明、若琳、若费祎、若吴懿、等，此皆当世之贤士也，愿陛下闻之。

临江长岸，开席端居，岩下稼轴，如同之日，此陈季常之所闻见者也。而今兵革未息，移屯扎于藩篱之上，不见其良图，方望崇仰与有一日之士，惟愿陛下以光昭昭之猷，致庶几之殊，勿疏陈琳，即使只有此一事而保全万金之聚，乃臣之末也。

臣不佞，夙夜忧愤，昼阴夜抟，恐效颦、婴之策，不及大展其伸；愿陛下托臣以训练之职，臣所不敏，当协弥补焉。

GuoYouzhi,FeiYi,HuangQiong,JiangGan,ZhongYaoandJiaXu,allnoblemenwhoservedunderHisImperialMajesty,AnillustriousancestoroftheHouseofHan,nevertookasummerofffromfarming.Theyarethemostintrepidandchivalrousofalltheesteemedofficialswhomannedtheirpostsintherecentpast.Theirregardfortheinterestofthestateandtheirdeterminationtomakeabetterworldremainunfaltering.Theyaretheonesdeservingrecognitionandpromotion.

Myhumbleandinsignificantselfandyourloyalfollowershumblyproposeforyourmercytobeshowntothelikesofsuchworthymen,clear-headedandexperienceddignitariessuchasChenLin,YuanShaowhomyouhavecalledtheHiddenDragonandthePhoenixFeatherandwhoareentangledinourcountry'scurrentaffairsduetoourpastmistakes.Itwouldnotbewisetoallowthemtoslipthroughandtogovernourselvesthroughdespicableandevilpeoplewholackmorality.We,asscholarsoftheartsofwar,shouldallequallyseektopreservethenation,thecommongood,thearts,andthesciencesalike.
